Cabinet Clears Export Credit Guarantee Scheme
Cabinet Approves Credit Guarantee Scheme for Exporters
Why in the News ?
The Union Cabinet has approved a Credit Guarantee Scheme for Exporters under the Export Promotion Mission (EPM). Prime Minister Narendra Modi stated that this will enhance global competitiveness, strengthen supply chains, and promote self-reliance and job creation in India’s export sector. The scheme also aims to support clean energy transitions in the export industry, encouraging participation in the voluntary carbon market.
Key Highlights of the Cabinet Decision:
- Boost to Exporters: The newly approved Credit Guarantee Scheme aims to facilitate easy access to finance for exporters, especially MSMEs and first-time exporters, potentially supporting their engagement in carbon offset projects.
- Improved Competitiveness: It is designed to enhance export competitiveness, ensuring smooth business operations for small and medium players, including those adopting sustainable practices through clean development mechanism initiatives.
- Self-Reliance Focus: PM Modi emphasized that this scheme will accelerate India’s vision of Aatmanirbhar Bharat, reducing dependence on foreign credit mechanisms and promoting domestic carbon market cooperation.
- Stakeholder Collaboration: The Export Promotion Mission (EPM) will unite key stakeholders, including government agencies, exporters, and financial institutions, to ensure an outcome-based export strategy that aligns with global sustainability goals.
- Support to Labour-Intensive Sectors: The scheme prioritizes employment-generating sectors, strengthening India’s labour-driven export base while encouraging participation in carbon offset projects.
Broader Economic and Policy Impact
- Supply Chain Strengthening: Rationalization of royalty rates for critical minerals will ensure sustainability and support manufacturing-linked exports. This approach aligns with sustainable forest management practices to maintain ecological balance and promote carbon market cooperation.
- Job Creation: By supporting key industries, the move is expected to generate new employment opportunities across sectors, including in clean energy transitions and carbon offset mechanisms.
- Ease of Doing Business: The scheme aligns with government efforts to simplify trade finance, promoting ease of doing business and export diversification, while encouraging participation in the voluntary carbon market.
- Integration with Global Markets: The initiative will help Indian exporters integrate more effectively with global value chains, emphasizing environmentally responsible practices and carbon market linkage.
- Support for MSMEs: With credit risk mitigation, MSMEs can access larger export orders and expand into new international markets confidently, while also adopting cleaner production methods and engaging in carbon offset projects.
