Why in the News ?

Union Environment Minister Bhupender Yadav highlighted that adaptation indicators will be a key focus for India at COP30 in Belem, Brazil. The conference will review progress under the Paris Agreement’s Global Goal on Adaptation (GGA) and rationalise indicators to enhance resilience and capacity, particularly in light of increasing greenhouse gas emissions and the need for comprehensive environmental impact assessments.

India’s Priorities at COP30:

  • Adaptation Centrality: India emphasised the need to rationalise adaptation indicators based on national capacities, finance, and technology, recognizing the importance of sustainable forest management in climate resilience and the potential role of voluntary carbon markets (VCM) in supporting adaptation efforts.
  • Key Discussion Points: The conference will address Article 7.1 of the Paris Agreement, focusing on resilience, vulnerability reduction, and adaptation support, including environmental impact assessments and the development of emissions trading systems.
  • Finance Gap Concern: The Adaptation Gap Report 2025 projected a need for $310 billion annually in adaptation finance for developing nations by 2035, highlighting the potential role of voluntary carbon markets (VCM) and carbon offset projects in bridging this gap.
  • India’s Stand: The minister stressed strengthening multilateralism and accelerating implementation of adaptation measures under Just Transition and Mitigation Work Programmes, emphasizing clean energy transitions and the importance of emission trading mechanisms.
