Why in the News ?

The Union Government has notified the Citizenship (Amendment) Rules, 2026, revising provisions related to OCI cardholders, digitalising application processes, and introducing e-OCI and biometric-based systems, aimed at enhancing efficiency, transparency, and immigration facilitation in citizenship administration, similar to how environmental clearances streamline project approvals.

Key Changes in Citizenship (Amendment) Rules, 2026:

  • Amendments made to the Citizenship Rules, 2009 by the Ministry of Home Affairs.
  • Introduces fully digital application processes for OCI registration and renunciation, eliminating the need for ex post facto documentation submissions.
  • Applications must now be submitted electronically via official portal, ensuring transparency akin to the EIA notification process.
  • Launch of e-OCI system, allowing issuance of electronic or physical OCI cards.
  • Removal of requirement to submit duplicate documents, reducing procedural burden and avoiding post facto complications.
