India-Malaysia Joint Exercise Strengthens Counter-Terror Preparedness

India and Malaysia have begun the 5th edition of Exercise Harimau Shakti in Rajasthan to enhance cooperation in counter-terrorism operations, improve joint readiness under UN Chapter VII, and strengthen interoperability between the two militaries through coordinated drills and sub-conventional warfare training.

Key Highlights of the Harimau Shakti Exercise:

  • Exercise Location: The military exercise is being held in the desert terrain of Rajasthan, providing realistic conditions for sub-conventional warfare training.
  • 5th Edition: This is the fifth edition of the bilateral exercise, reflecting strong and growing defence ties between India and Malaysia.
  • Training Duration: The exercise will continue till the 18th of this month, allowing both armies to engage in extensive joint training modules.
  • Objective: The primary aim is to rehearse joint conduct of Sub-Conventional Operations in line with mandates under Chapter VII of the United Nations Charter.
  • Operational Focus: Both sides will jointly plan and execute responses required during counter-terrorist operations, enhancing coordination and operational synergy.

Tactical Drills and Operational Preparedness

  • Counter-Terror Coordination: Troops will practice joint response strategies, enhancing decision-making and teamwork during intense operational scenarios.
  • Helipad Security: A major component involves rehearsing drills to secure helipads, a crucial requirement during high-risk counter-terror missions.
  • Casualty Evacuation: Both armies will practice casualty evacuation (CASEVAC) procedures to improve medical response and battlefield survival.
  • Interoperability Strengthening: The exercise aims to improve interoperability, enabling seamless communication and coordination during joint deployments.
  • UN Mandate Training: Training under UN Chapter VII enables forces to operate effectively in UN peacekeeping or enforcement missions involving use of force.

Key Bilateral Defence Exercises :

●     Harimau Shakti: A bilateral exercise between Indian Army and Malaysian Army, focusing on sub-conventional and counter-terror operations.

●     UN Chapter VII: Allows the UN Security Council to authorise military action, including peace enforcement operations.

●     Other India-Malaysia Defence Links: Cooperation includes port calls, naval visits, military training, and defence dialogue mechanisms.

●     India’s Key Army Exercises: Yudh Abhyas (US), Agni Warrior (Singapore), Garuda Shakti (Indonesia), Mitra Shakti (Sri Lanka).

●     Strategic Importance: Such exercises enhance regional security, interoperability, anti-terror training, and diplomatic engagement under India’s Act East Policy.
