Three Pillars of Himalayan Environmental Cooperation
Real-time Information Sharing
- Shift from discretionary, politically controlled data-sharing to an automated and real-time information system.
- Integrate data from:
○ High-altitude hydrometeorological stations
○ Seismic sensors
○ Automated river/water-level gauges
- Create a shared regional data grid connecting Tibet, Nepal and the Indian Himalayas.
- Ensure emergency responders receive real-time satellite data, telemetry and flood-risk forecasts without bureaucratic delays.
- Develop early-warning systems capable of alerting downstream populations before GLOFs and flash floods arrive.
Joint Ecological Research & Risk Mapping
- Replace fragmented national assessments with joint scientific research and regional risk mapping.
