Why in the News ?
Jharkhand has completed the initial phase of the triple test for determining OBC quotas in local bodies. The test ensures fair reservation in local bodies, aligning with Supreme Court guidelines. Data collection is complete, and analysis is underway.
Understanding the Progress in Jharkhand :
- The Jharkhand OBC Commission was established in June 2023.
- The commission’s members visited Madhya Pradesh to observe how the triple test was applied.
- Data collection started in December 2024, with a deadline in March 2025; however, it was received recently.
- The compiled data will be analyzed by institutions such as Xavier School of Management (Ranchi) to assess the socio-economic conditions of OBCs.
OBC Classification and Survey Insights in Jharkhand :
- In Jharkhand, OBCs are categorized into BC-I (more backward) and BC-II (less backward).
- BC-I has 127 castes, while BC-II has 45 castes, with BC-I typically receiving higher reservations.
- The survey aims to assess OBC political representation over the last 25 years and will determine reservation quotas in urban bodies.
- OBCs constitute around 50% of Jharkhand’s population, with the Kudmi community being the largest group (15% of the electorate).
Understanding the Triple Test :● The triple test was outlined by the Supreme Court in March 2021 for setting OBC quotas in local bodies. ● Form a Dedicated Commission: ○ Establish a commission to study OBC backwardness in local bodies. ○ Collect socio-economic and educational data. ● Set Reservation Proportions: ○ Determine reservation numbers based on commission’s findings. ○ Ensure proportionality to OBC population. ● Keep Total Reservations Below 50%: ○ Ensure combined SC, ST, and OBC reservations do not exceed 50% of total seats. This process aligns with Articles 243D(6) and 243T(6) for fair reservations in local elections. |
