Panchayati Raj Ministry Launches Sabki Yojana Abhiyaan
Why in the News ?
The Ministry of Panchayati Raj (MoPR) will launch the ‘Sabki Yojana, Sabka Vikas’ Abhiyaan from October 2, to prepare Panchayat Development Plans (PDPs) for 2026–27. The campaign aims to strengthen participatory governance, improve service delivery, and promote tribal empowerment.
Promoting Participatory Rural Governance:
- Campaign Launch: The People’s Plan Campaign (PPC), titled ‘Sabki Yojana, Sabka Vikas’, will be rolled out nationwide from October 2 by the Ministry of Panchayati Raj.
- Objective: To enable bottom-up planning and ensure every citizen’s participation in village-level decision-making.
- Focus Area: Strengthening transparency, accountability, and inclusive governance through the preparation of Panchayat Development Plans (PDPs).
- Service Delivery: The initiative seeks to improve outcomes in rural infrastructure, education, health, and livelihood sectors.
- Inclusivity: Emphasizes the role of Gram Sabhas as decisive forums for collective development planning.
Strengthening Tribal Empowerment and Local Development:
- Adi Karmayogi Abhiyaan: A key component of this campaign focuses on tribal empowerment and enhancing the capacities of tribal Panchayati Raj functionaries.
- Local Planning Integration: The program aligns local plans with national and state development priorities, ensuring cohesive policy implementation.
- Decentralized Planning: Encourages data-driven decision-making at the Panchayat level using local resource mapping and need assessment.
- Community Ownership: Promotes citizen engagement in governance to increase accountability and social audit participation.
- Digital Monitoring: Use of digital platforms and GIS-based systems for tracking development indicators in Panchayats.
About People’s Plan Campaign and Panchayati Raj:● Concept Origin: The People’s Plan Campaign (PPC) was introduced in 2018 to ensure that Gram Panchayats prepare comprehensive Panchayat Development Plans (PDPs). ● Legal Framework: Guided by the 73rd Constitutional Amendment (1992) and the Eleventh Schedule, empowering Panchayats to plan and execute local development. ● Gram Sabha Role: Functions as the foundation of local democracy, approving plans and ensuring social inclusion. ● National Alignment: PDPs are linked with Sustainable Development Goals (SDGs) and national flagship schemes like MGNREGA and Jal Jeevan Mission. |
