Why in the News?
The Union Education Ministry released the Performance Grading Index (PGI) 2.0 for 2023-24. Chandigarh ranked highest in school education performance, while Meghalaya was the lowest. The report highlights wide disparities and significant room for improvement across Indian states, particularly in educational attainment and gender parity in education. The index provides valuable insights into primary education enrolment and the quality of secondary education across different regions.
Top and Bottom Performers in PGI 2.0:
- Chandigarh topped the index with a score of 719, earning Grade Prachesta-1 (701–760). This high score reflects strong parity outcomes in education within the union territory.
- No state entered the highest grade (761–1000), indicating scope for improvement in the overall educational attainment index.
- Meghalaya ranked lowest with 417, falling in Akanshi-3 (401–460). This low score suggests significant challenges in achieving gender parity and overall educational quality.
- 10 States/UTs, including Punjab, Delhi, Gujarat, Kerala, etc., scored between 581–640 (Prachesta-3).
- Middle-tier scorers (521–580, Akanshi-1) include Tamil Nadu, Karnataka, J&K, UP, etc. These states show varying levels of progress in closing the education gender gap.
States Needing Most Improvement
- Low-performing states (461–520, Akanshi-2): Bihar, Assam, Telangana, Tripura, Jharkhand, Mizoram, among others. These states face challenges in both primary and secondary education enrolment and quality.
- Meghalaya alone falls under Akanshi-3, the lowest grading bracket.
- These states need to boost learning outcomes, infrastructure, and governance to progress, with a focus on improving female literacy rates and addressing gender gaps in education. Implementing targeted leadership development programs could help improve educational administration in these regions.
Positive Trends and Domain Improvements
- 24 States/UTs improved scores from 2022–23, while 12 regressed. This mixed progress reflects the complex nature of educational development and the impact of demographic shifts on educational outcomes.
- Bihar and Telangana showed highest progress in access to education.
- In infrastructure, Delhi, J&K, and Telangana made notable improvements. Enhanced infrastructure often correlates with better learning environments and improved gender parity in education.
- The index uses 1,000-point scale covering learning, equity, infrastructure, governance, and teacher training.
