URBAN LIVELIHOOD MISSION ENDING MARCH 2024 PAVES WAY FOR 2.0

Why in the News?

The government is contemplating a second phase of the Deendayal Antyodaya Yojana-National Urban Livelihoods Mission (DAY-NULM), scheduled to conclude in March 2024. This proposed phase will specifically target the urban migrant poor, as per information gathered by The Indian Express.

  • DAY-NULM 2.0 may focus on diverse occupational groups within cities, including construction workers, rickshaw-drivers, and other unorganised sector workers.

 

Mission:

  • Current Focus: Women’s Self-Help Groups, Skill-Based Training to individuals, Shelters for Urban Homeless, Support for Street Vendors
  • The second phase of the mission might replicate these efforts, establishing similar groups based on different occupations in urban areas.

 

Project Coverage:

  • In June 2023, MoHUA signed a three-year MoU with the United Nations Development Programme (UNDP) to extend collaboration on DAY-NULM.
  • The initial phase will cover eight cities.

 

Evolution of the Mission:

  • Originally launched as the National Urban Livelihoods Mission (NULM)in 2013.
  • In 2016, the scope and name of the Mission was changed.

 

Budget Allocation and Release:

  • As of the latest update, the ministry has released a budget of Rs 5,387 crore for DAY-NULM from the total Central share of Rs 6,404 crore.
