QR Codes to Boost PMGSY Road Monitoring
Why in the News?
The Union Ministry of Rural Development (MoRD) has directed states to install QR codes on PMGSY roads’ maintenance boards to enable citizen feedback on road quality, aiming to enhance transparency and accountability, and public participation in infrastructure monitoring.
Introducing QR Codes for Road Feedback
- The National Rural Infrastructure Development Agency (NRIDA) has initiated the use of QR codes for every PMGSY rural road.
- The QR codes will be displayed on maintenance information boards, allowing users to access road details and submit feedback.
- Citizens can scan a QR code using smartphones, click photographs, and report maintenance issues through a feedback window.
Enhancing Accountability through Tech Integration
- PMGSY roads are maintained by contractors for 5 years post-construction; routine inspections are done via the eMARG platform.
- Field engineering staff assess quality based on 12 maintenance parameters, using geo-tagged photographs.
- Earlier, no mechanism existed to gather feedback from ordinary road users.
- Now, Artificial Intelligence (AI) and Machine Learning (ML) will analyse citizen-submitted images for performance evaluation, making the process transparent and data-driven.
About PMGSY and Its Evolution: |

● The Pradhan Mantri Gram Sadak Yojana (PMGSY), a centrally sponsored scheme, was launched in 2000 by then Prime Minister Atal Bihari Vajpayee to improve rural road connectivity and construct all-weather roads. |

● Phase II began in 2013; Phase III in 2019; and Phase IV was approved in 2023 to connect 25,000 unconnected habitations. |
|
● A special Road Connectivity Project was launched in 2016 for Left Wing Extremism (LWE)-affected areas. |
|
● Initially a 100% centrally funded scheme, it now follows a 60:40 Centre-State sharing model (except NE & Himalayan states). |

● Since inception, 8.36 lakh km of सड़क (roads) have been sanctioned, with 7.81 lakh km completed. |
|
● The next phase targets 62,500 km of new rural roads with a budget of ₹70,125 crore (2024–2029). |
PMGSY Road Maintenance and QR Code Tracking
The introduction of QR code tracking for PMGSY road maintenance marks a significant step towards improving rural road infrastructure. This innovative approach allows for:
- Enhanced citizen participation in monitoring road construction quality
- Streamlined reporting of routine maintenance activities
- Improved transparency and accountability in the PMGSY scheme
- Real-time feedback on the condition of all-weather roads
Field engineering staff will continue to conduct routine inspections, but now with the added support of citizen-generated data through the QR code system. This combination of professional assessment and public input will provide a more comprehensive view of PMGSY road maintenance needs and help prioritize necessary interventions.
