Key Drivers of the Improvement
- Administrative reforms: Unified school governance from pre-primary to Class 12 under a single directorate enhanced accountability. These tough decisions were crucial for the state’s educational transformation.
- School consolidation: 1,000+ under-enrolled schools were merged, optimizing teacher deployment and infrastructure use. This rationalisation effort addressed the issue of schools without teachers.
- Leadership and exposure: Exposure visits for teachers and students encouraged peer learning and innovation adoption, including the use of audio-visual teaching aids. These visits also provided global learning perspectives.
- Cluster model: Adopted cluster-based school management to boost resource sharing, community participation, and ownership.

Limits of NAS and Way Ahead
- Assessment limitations: NAS evaluates testable learning, not critical thinking, emotional development, or civic values. The ASER report provides complementary insights into learning outcomes.
- Next steps: Himachal must regularise teacher recruitment, improve holistic assessments, and ensure inclusive access. Increasing the gross enrolment ratio remains a priority.
