  • The PLI scheme targets e-waste recycling to recover critical minerals like lithium, copper, cobalt, graphite, chromium, and silicon essential for clean energy and electronics.
  • It aligns with NITI Aayog’s recommendations and the 2022 Battery Waste Management Rules.
About Battery Waste Management Rules 2022:

  • Coverage: The rules encompass all battery types, including EV, portable, automotive, and industrial batteries.
  • Extended Producer Responsibility (EPR): Producers must collect and recycle waste batteries, using recovered materials for new batteries. Landfill disposal and incineration are prohibited.
  • EPR Certification Exchange: A centralized online portal facilitates EPR certificate exchange between producers and recyclers/refurbishers.
  • Online Registration and Monitoring: Producers register online, report, and are monitored via an auditing committee to ensure rule implementation.
  • Polluter Pays Principle: Non-compliance leads to environmental compensation.
  • Recovery Targets: Aim to recover 70% of battery materials by 2024-25, increasing to 80% by 2026, and 90% thereafter.
  • Environmental Compensation Fund: Funds from penalties support collection and recycling of uncollected waste batteries.
