1. India Introduces Regulations for Spacecraft Re-entry

The Indian National Space Promotion and Authorisation Centre, or IN-SPACe, has issued a regulatory framework governing spacecraft re-entry activities in India.

Under the framework, the planned re-entry of satellites, launch-vehicle stages and other space objects will require prior authorisation, safety documentation, insurance coverage and clearly assigned operator responsibility.

A significant feature of the regulations is the casualty-risk benchmark of less than one in 10,000, represented as 10⁻⁴. It measures the expected probability that debris surviving atmospheric re-entry may cause a human casualty. However, this safety benchmark does not limit the compensation payable if actual damage occurs.

Why the Regulation Matters

The rapid expansion of private space activities has increased the need to regulate satellite disposal, reusable launch systems, recovery missions and space debris. Re-entering objects may affect populated areas, civil aviation routes, maritime zones and territories outside the launching country.

The Outer Space Treaty, 1967, makes countries internationally responsible for their national space activities, including activities conducted by private entities. The Liability Convention, 1972, establishes liability principles for damage caused by space objects. India must therefore continuously authorise and supervise private space activities.

Key Challenge

Although the regulations are an important step, India still requires comprehensive space legislation covering liability, compensation, penalties, dispute resolution, environmental impact and government indemnification.

2. Rajasthan Executes India’s First Rare-Earth Exploration Licence

Rajasthan has become the first state to execute an exploration licence for a rare-earth-elements block under the new licensing framework for critical and strategic minerals.

The block covers approximately 207.63 square kilometres across parts of Balotra and Jodhpur districts. However, an exploration licence only permits geological investigation and resource assessment. It does not confirm commercially recoverable reserves or authorise immediate mining.

What Are Rare-Earth Elements?

Rare-earth elements consist of 17 metallic elements: the 15 lanthanides along with scandium and yttrium.

They are used in:

  • Electric-vehicle motors
  • Wind-turbine generators
  • Smartphones and advanced electronics
  • Radars and guidance systems
  • Precision weapons
  • Aerospace equipment
  • Medical imaging and lasers

India’s primary challenge is not merely the availability of minerals. The larger technological bottleneck lies in separation, refining, alloy production and permanent-magnet manufacturing. A comprehensive mine-to-magnet strategy is therefore essential.

Environmental Concerns

Rare-earth processing may involve substantial water consumption, acidic effluents, toxic tailings, heavy metals and naturally occurring radioactive materials. Mining and processing in the fragile desert ecology of western Rajasthan could also affect groundwater, grazing lands, agriculture and local livelihoods.

India must combine critical-mineral security with transparent geological assessment, cleaner processing technology, recycling, community consultation and environmental safeguards.

3. Indian Navy Launches Machilipatnam, Seventh Mahe-Class ASW Craft

The Indian Navy has launched Machilipatnam, the seventh of eight Mahe-class Anti-Submarine Warfare Shallow Water Craft being constructed by Cochin Shipyard Limited.

The vessel is designed for:

  • Anti-submarine operations in coastal waters
  • Subsurface surveillance
  • Coastal security
  • Low-intensity maritime operations
  • Mine-laying missions

Launching should not be confused with commissioning. After launch, a naval vessel must undergo outfitting, harbour trials, sea trials and formal acceptance before entering operational service.

Why Shallow-Water Anti-Submarine Warfare Is Important

India’s ports, naval bases, offshore energy installations and major shipping routes are concentrated close to the coastline. Shallow waters create a difficult operational environment because seabed reflections, temperature variations, civilian shipping and acoustic clutter can affect sonar performance.

Smaller specialised vessels such as the Mahe-class craft can undertake sustained coastal patrols while allowing larger destroyers and frigates to focus on distant blue-water operations.

However, an anti-submarine vessel is only one component of a larger defence network. Operational effectiveness depends on integration with maritime patrol aircraft, helicopters, coastal radar, unmanned underwater vehicles, acoustic intelligence and command-and-control systems.

Significance for Defence Indigenisation

The Mahe-class programme can deepen domestic capabilities in shipbuilding, sonar, propulsion, weapons, electronics, specialised steel and lifecycle maintenance. Genuine self-reliance must therefore be evaluated through control over critical technologies and long-term operational availability, rather than indigenous-content percentages alone.

4. First Direct Freight Train Reaches Nepal’s Biratnagar

The first direct commercial freight train from Kolkata Port has reached Nepal’s Biratnagar Customs Yard. The 40-wagon train transported canola through the Jogbani–Biratnagar broad-gauge railway corridor without requiring transshipment at the border.

The service operationalises the November 2025 Letter of Exchange that amended the Protocol to the India–Nepal Treaty of Transit. It gives eastern Nepal more direct access to Indian seaports and expands cross-border railway connectivity beyond the traditional Birgunj route.

Strategic and Economic Importance

Nepal is a landlocked country and depends substantially on transit arrangements through India for maritime trade. Direct railway movement can:

  • Reduce handling and storage costs
  • Prevent cargo damage and border delays
  • Improve delivery schedules
  • Support industries in eastern Nepal
  • Shift bulk cargo from road to rail
  • Strengthen India’s Neighbourhood First policy
  • Promote wider BBIN regional connectivity

Connectivity becomes a meaningful instrument of diplomacy only when traders experience predictable customs procedures, reliable infrastructure and competitive transportation costs.

Challenges Ahead

Customs interoperability, freight imbalance, inadequate warehousing, last-mile road capacity, monsoon-related disruption and Nepal’s persistent trade deficit may limit the corridor’s potential.

India and Nepal must develop a joint corridor-management mechanism, digitise documentation, improve cargo tracking and encourage two-way trade, particularly Nepalese exports.

5. DAANVEER Facility Launched Through Meri Panchayat Platform

The Ministry of Panchayati Raj has introduced a digital donation facility known as DAANVEER through the citizen-facing Meri Panchayat platform.

The initiative enables citizens and institutions to support verified computer-infrastructure requirements of Gram Panchayats through standardised donation bundles.

Potential Benefits

Computer infrastructure can assist Panchayats in preparing development plans, managing accounts, processing electronic payments, conducting online audits, delivering citizen services and maintaining digital asset records.

DAANVEER may improve:

  • Matching of donors with verified Panchayat requirements
  • Transparency in the receipt and use of donated assets
  • Participation by local communities and diaspora networks
  • Convergence with eligible Corporate Social Responsibility initiatives
  • Availability of basic digital infrastructure in rural institutions

Governance Concerns

Donation-based systems may create inequalities because wealthier or more visible Panchayats could attract more support than remote and disadvantaged areas.

Governments must also ensure that private donations do not become a substitute for constitutionally mandated public funding. Computers require electricity, internet connectivity, cybersecurity, maintenance, trained personnel and responsible e-waste disposal. Donated equipment must therefore be recorded in official asset registers and subjected to inspection and audit.

The success of DAANVEER should be assessed through improved public-service delivery, audited use of assets and equitable digital access—not merely by counting the number of computers donated.
