DRAFT NATIONAL HEALTH RESEARCH POLICY, 2026
Why in the News?
- Policy Reform: The Department of Health Research (DHR) has released the Draft National Health Research Policy, 2026, proposing a comprehensive overhaul of India’s health research ecosystem.
- Research Prioritisation: The draft seeks to align health research with India’s disease burden, public health priorities, indigenous innovation, and evidence-based policymaking, while inviting stakeholder feedback before finalisation.
KEY FEATURES OF THE DRAFT NATIONAL HEALTH RESEARCH POLICY, 2026
- Unified Research Framework: The policy proposes India’s first integrated framework covering biomedical sciences, clinical medicine, public health, epidemiology, digital health, behavioural sciences, health systems, and emerging technologies.
- Priority-Based Research: Research priorities will be identified periodically based on disease burden, pandemic preparedness, scientific opportunities, equity concerns, and national strategic interests, in consultation with States and stakeholders through a regional engagement strategy.
- Three-Tier Governance: It proposes a National Health Research Stewardship Committee for strategic oversight, the Department of Health Research (DHR) as the nodal implementing agency, and the Indian Council of Medical Research (ICMR) as the scientific and technical lead.
- Strengthening Research Ecosystem: The draft aims to address fragmented research efforts, regional disparities, regulatory delays, and poor translation of research into healthcare delivery and public policy.
- Ethics and Innovation: The framework emphasises research integrity, ethics, cybersecurity, data governance, community participation, and long-term targets for research investment, publications, patents, and medical science Ph.D. programmes.
SIGNIFICANCE OF HEALTH RESEARCH IN INDIA
- Evidence-Based Policy: High-quality research supports scientific policymaking, enabling effective disease control, healthcare planning, and resource allocation.
- Public Health Preparedness: Robust research strengthens preparedness for pandemics, emerging infectious diseases, antimicrobial resistance, and future health emergencies through a cooperative security framework for health threats.
- Indigenous Innovation: Promotes the development of vaccines, diagnostics, medicines, medical devices, and digital health technologies suited to India’s healthcare needs.
- Health Equity: Expanding research capacity across States can reduce regional disparities and improve healthcare access for underserved populations.
- Global Leadership: A stronger research ecosystem enhances India’s role in global health research, clinical trials, pharmaceutical innovation, and South-South cooperation through diplomatic engagement and strategic partnerships with international health organisations.
