New Rules Strengthen Sports Governance in India
Government Strengthens Sports Governance Through New Institutional Rules
Why in the News ?
The Central Government has notified the National Sports Governance Board Rules, 2026 and the National Sports Tribunal Rules, 2026 to improve transparency, accountability, and dispute resolution in sports administration through dedicated governance and adjudicatory mechanisms across the country. These reforms draw from established regulatory principles including the precautionary principle and accountability frameworks similar to the polluter pays principle used in environmental jurisprudence.
Key Features Of National Sports Governance Board:
- The government has framed the National Sports Governance (National Sports Board) Rules, 2026 to regulate sports administration in India, ensuring no ex post facto or retrospective recognition issues arise.
- The National Sports Board will consist of a Chairperson and two Members appointed by the Central Government, functioning as a regulatory authority similar to bodies granting environmental clearances in other sectors.
- Appointments will be made from a panel recommended by a Search-cum-Selection Committee, ensuring transparent selection processes.
- The Board will function as the central authority for granting recognition to National Sports Bodies (NSBs), with assessment mechanisms comparable to environmental impact assessment frameworks used in project approvals.
- It will monitor compliance with governance, financial transparency, ethical standards, and accountability in sports organisations, promoting environmental democracy principles of transparency and stakeholder participation.
National Sports Tribunal And Digital Governance Measures
- The National Sports Tribunal has been established as a dedicated body for resolving sports-related disputes, similar to specialized tribunals in environmental jurisprudence that handle sector-specific matters.
- It aims to reduce dependence on traditional civil courts and ensure speedy and cost-effective justice, avoiding post facto complications in dispute resolution.
- The Tribunal will provide a single-window mechanism for handling disputes linked to sports governance and administration, much like single-window clearances for coastal regulation zone approvals.
- The Rules introduce techno-legal reforms, including a dedicated online portal for submission of disputes, notices, and legal documents, drawing from digital notification systems like the EIA notification portal.
- Features like virtual hearings, digital communication, publication of orders, and electronic record maintenance will improve efficiency and accessibility, preventing any need for retrospective environmental clearances-type situations in sports governance.
