Key Provisions of the Bill:

  • The Rajasthan Coaching Centres (Control and Regulation) Bill, 2025 was introduced to regulate coaching institutes and curb their commercialization.
  • It mandates registration of coaching centres, minimum quality standards, and psychological counseling for students.
  • The Centre’s 2024 guidelines proposed fines starting at ₹25,000, but the Bill sets stricter penalties: ₹2 lakh for the first violation and ₹5 lakh for the second, followed by cancellation of registration.

Differences from Earlier Drafts & Guidelines:

  • Age Criteria Omitted: Earlier drafts required students to be at least 16 years old or have completed secondary school; the final Bill lacks this provision.
  • No Biometric Attendance: Previous versions mandated biometric attendance tracking and parental notification for extended absences, but this is not included in the final Bill.
  • Holiday & Inclusivity Clauses Removed: Earlier drafts required compliance with national/local holidays and non-discrimination policies for students, including special provisions for vulnerable groups. These have been omitted.

Criticism & Concerns

  • Parents’ associations argue that the Bill has been influenced by coaching centres, diluting necessary student safety
  • Demands have been raised for penalties on coaching centres in case of student suicides and regulation of fees.
