The Urban Learning Internship Programme (TULIP)

Why in the News?

Ministry of Housing & Urban Affairs (MoHUA) in collaboration with Ministry of Education (MoE) and All India Council of Technical Education (AICTE) has developed ‘The Urban Learning Internship Program (TULIP)’, a platform to provide internships to students and graduates in ULBs, Smart Cities, Parastatals of States/UTs.

 

TULIP:

  • TULIP is a platform to provide internships to students and graduates in ULBs, Smart Cities, Parastatals of States/UTs
  • More than 25,000 internship opportunities have been advertised under the programme so far.

​​Key Points

  • Aim: The program aims to provide internship opportunities to 25,000 fresh graduates in all Urban Local Bodies (ULBs) and Smart Cities across the country.
  • Concept:TULIP was created in response to the Budget 2020–21 announcement, which focused on creating an aspirational India and emphasised altering the educational paradigm from “doing by learning” to “learning by doing.”
  • Area of Work: ​​The “Smart City” programmes will offer internship opportunities, including ones in urban planning, water supply, waste management, slum development, and digital governance, among other fields.
  • Eligibility: Applicants must be Indian citizens who have completed their final year of college within the last 18 months and have a degree of B. Tech, B planning, B. Arch, BA, BSc, BCom, LLB.
  • Duration: Internship durations can range from eight weeks to one year.
  • Benefit: It would improve the graduates of India’s value-to-market and assist develop a prospective skill pool in a variety of industries.
    • ULBs and smart cities would benefit from TULIP as well. It will result in the influx of new concepts and vigour as well as the involvement of young people in the co-creation of answers to India’s urban problems.
    • The introduction of TULIP is also a significant step in achieving MHRD and AICTE’s objective of 1 crore successful internships by 2025.

Smart City Mission

  • It is a cutting-edge project run by the Ministry of Housing and Urban Affairs of the Government of India with the goal of promoting local development and enhancing people’s quality of life while fostering economic progress.
  • Promote the development of cities that offer basic services including infrastructure, fair living conditions for residents, a healthy environment, and the use of smart solutions.
  • Coverage and Time Frame: From the fiscal year (FY) 2015–16 to the fiscal year (FY) 2019–20, the Mission will operate in 100 cities.
  • It is a centrally sponsored scheme in terms of funding.

Way Forward

  • Despite numerous measures for talent development, India still faces significant difficulties due to the skill gap. Thus, it is necessary to increase the scope and depth of these activities.
  • Another significant issue is the mismatch between education and business in general caused by the old educational model. TULIP is a commendable initiative that primarily focuses on these areas.
