Write a brief note on the recently approved Performance Grading Index. Critically discuss the benefits of this system.

Introduction:

Union Education Minister has recently approved the release of Performance Grading Index(PGI) -2019-20. This system provides grades to the states and union territories based on the different indicators. This system eliminates ranking of states & UTs thus eliminating a stigma.

Body:

There are 70 indicators in this index. They have been classified into 2 major categories namely, outcome and governance management.

Ex:  Average score, Retention rate at primary school        % of single teacher primary schools

According to this report, Punjab, Tamil Nadu, Kerala have topped and are present in Level II. Ladakh & Meghalaya are in grade 7 and grade 5 respectively which are at the bottom. The other states and their levels are as shown below:

Benefits of such grading system:

1) Comprehensive in nature

2) Constant monitoring is possible

3) Interconnectivity between various input and output factors

4) Pinpointing the gaps and prioritizing areas of improvement

Conclusion:

Some of the states like Delhi have been graded lower than Punjab and hence the state government has opposed this system. But, the grading has been done majorly by National Assessment Survey conducted by NCERT. Along with this the state governments have also a responsibility of uploading their performance in the website. Due to the nature of the assessment some states might have been graded poorly which will rectify as the system improves.
