  • The effectiveness of health budget allocations depends on State-level factors, especially for Centrally Sponsored Schemes (CSS).
  • Two key initiatives, PM-ABHIM and HRHME, aim to improve health infrastructure and expand medical personnel but rely heavily on State implementation and cost-sharing.

Low Fund Utilisation:

  • Fund absorption has been low, with only 29% of PM-ABHIM’s CSS funds utilised in 2022-23.
  • Complex guidelines and overlapping funding sources hinder fund utilisation.
  • HRHME also struggled, utilising just a quarter of its allocated funds in 2022-23.
