Why in the news?

Low fund utilisation and faculty shortages are affecting the implementation of health schemes like PM-ABHIM and HRHME,  upsc despite significant allocations in the Union Budget for health infrastructure.

About Gap Between Health Allocations and Outcomes in States:

  • The effectiveness of health budget allocations depends on State-level factors, especially for Centrally Sponsored Schemes (CSS).
  • Two key initiatives, PM-ABHIM and HRHME, aim to improve health infrastructure and expand medical personnel but rely heavily on State implementation and cost-sharing.

Low Fund Utilisation:

  • Fund absorption has been low, with only 29% of PM-ABHIM’s CSS funds utilised in 2022-23.
  • Complex guidelines and overlapping funding sources hinder fund utilisation.
  • HRHME also struggled, utilising just a quarter of its allocated funds in 2022-23.

  • PM-ABHIM is a major pan-India scheme to enhance healthcare infrastructure.
  • It supplements the National Health Mission (NHM).
  • Supports 17,788 rural and 11,024 urban Health and Wellness Centres.
  • Aims for robust public health infrastructure and IT-enabled disease surveillance.
  • Establishes 602 critical care blocks, regional NCDCs, and Biosafety Levels (BSL) units.
