Why in the News?
Recently, the Social Progress Index (SPI) for States and Districts of India was released by the Economic Advisory Council to the Prime Minister (EAC-PM).
- The SPI was compiled by the Institute for Competitiveness and Social Progress Imperative.
- The report also dwells on India’s performance (ranked 110 out of 169 nations) based on the global SPI 2022 that is brought out by Social Progress Imperative since 2013.
What is EAC-PM?
- It is an autonomous organisation created to advise the prime minister on economic and related matters.
- Any matter of macroeconomic significance that the Prime Minister raises must be examined, and the EAC-PM must provide analysis and advice.
- These could be either suo-motu or on the Prime Minister’s or anyone else’s recommendation.
- They also involve performing such additional duties that the Prime Minister may occasionally request.

- SPI is a thorough tool that can be used as a comprehensive indicator of a nation’s social advancement at the national and sub-national levels.
- The study strives to give a systematic overview of the social advancements accomplished throughout the nation.
- The index makes use of a complex framework with 49 indicators at the district level and 89 indicators at the state level.
- Assessment Components:
- The index rates states and districts on the basis of 12 factors that span three crucial aspects of socioeconomic progress:
- It evaluates how well states and districts perform in terms of personal safety, shelter, water and sanitation, nutrition, and basic medical care.
- Foundations of Wellbeing: It assesses the nation’s progress in relation to the elements of Basic Education, Information and Communication Access, Health and Wellness, and Environmental Quality Opportunity: It focuses on Individual Rights, Individual Freedom and Choice, Inclusiveness, and Access to Advanced Education.
What are the Findings of the Index?
- Puducherry has the highest SPI rating.
- Jharkhand and Bihar have the lowest SPI scores.
- Goa, Puducherry, Lakshadweep, and Chandigarh are the top four states in terms of meeting basic human needs for water, sanitation, and housing.
- In terms of the Foundations of Wellbeing, Mizoram, Himachal Pradesh, Ladakh, and Goa have emerged as the top-performing states.
- Mizoram, Nagaland, and Meghalaya are the top three states for environmental quality.
- Opportunity: For the Opportunity dimension, Tamil Nadu had the highest component score.
- Top Best Performing Districts: The top three best-performing districts are Aizawl (Mizoram), Solan (Himachal Pradesh), and Shimla (Himachal Pradesh).
