NIA CHARGES SIX FOR ASSAM ARMY CAMP TERROR ATTACK

Why in the news?

  • The National Investigation Agency (NIA) filed a chargesheet against Paresh Baruah, the fugitive chief of ULFA(I), and five others.
  • The charges relate to a “terror attack” on an Army camp in eastern Assam in November 2023.

About the United Liberation Front of Assam(ULFA):

  • ULFA: Militant outfit in Assam, aims for socialist independent state.
  • Founded in 1979 by Paresh Baruah.
  • Established ties with NSCN in 1983, Kachin Independence Army in 1987.
  • Indian Army operations started in 1990, ongoing.
  • Government banned ULFA in 1990 under Unlawful Activities (Prevention) Act.
  • Suffered a setback in 2003 with Bhutan’s Operation All Clear flushing them out.

  • National Investigation Agency (NIA) established on 31 December 2008.
  • Enacted through the National Investigation Agency Act 2008.
  • NIA Act and Unlawful Activities (Prevention) Amendment Bill received President’s consent on 30 December 2008.
  • NIA Act passed post-26/11 Mumbai terror attack.
  • Aimed :to revamp intelligence structure after the attack exposed failures.

NIA (Amendment) Bill 2019:

  • Passed by parliament on 17 July 2019.
  • Aims: to enhance NIA’s investigating powers.
  • Empowers NIA to investigate terror attacks and scheduled offenses like human trafficking, fake currency circulation, arms trade, and cyber-terrorism.
