About Escalation Risks and government security :
- Temporary camps hold around 400 persons each, but many are living in civilian areas, carrying weapons.
- Lack of a mandated security agency to check arms usage poses challenges, raising concerns about potential violence escalation.
- The government hasn’t designated camps for armed cadre, hindering effective monitoring.
- The Central Armed Police Forces (CAPF) or State Police are yet to be nominated for overseeing the movement of UNLF members.
About The United National Liberation Front (UNLF):
● The UNLF, formed in 1964, operates in Manipur and is banned under the Unlawful Activities Prevention Act. ● It received initial training from NSCN (IM) and operates in valley areas and some Kuki-Zomi hill districts. ● The peace agreement aims to bring about peace and stability in Manipur and the North East region. Constitutional provisions ● Article 244(1) applies the provisions of the 5th schedule to the administration or control of scheduled areas and tribes. ● Article 244(2) applies the provisions of the 6th schedule to create Autonomous District Councils in Assam, Meghalaya, Tripura, and Mizoram for scheduled areas. |
