Madhya Pradesh Introduces Cyber Tehsil for Quick Land Records
Why in the news?
Madhya Pradesh’s new Cyber Tehsil system accelerates land record updates, reducing processing time from 60 to 15 days, offering faster resolution of cases and minimising irregularities.
Introduction to Cyber Tehsil Initiative:
- Cyber Tehsil, initiated under the leadership of Chief Minister Dr. Mohan Yadav, aims to streamline revenue administration with IT integration.
- The initiative provides faster resolution of revenue cases, reducing the average time for land-related processes such as mutation, partition, and land title corrections from 60 days to just 15 days.
- Designed to be paperless, faceless, and contactless, Cyber Tehsils provide a significant relief to rural stakeholders by eliminating manual inefficiencies.
Key Features and Impact:
- Cyber Tehsils handle approximately 14 lakh name transfer cases annually, including 2 lakh undisputed transfers, making processes more efficient and reducing irregularities in land transactions.
- It connects with various platforms like Sampada, Bhulekh, SAARA, and the Revenue Case Management System Portal, allowing seamless online transfers and updates of land records.
- The project, piloted in Sehore and Datia districts, has been expanded to all districts in Madhya Pradesh from January 2024.
Main Features of Cyber Tehsil:
- Nomination transfer done via “Single Window” facility, fully online and paperless.
- Real-time land record updates ensure transparency and fairness.
- Citizens can submit claims, objections, and view Patwari’s report online.
- Average case resolution time is 17-20 days, with order copies sent via email/WhatsApp.
Awards and Recognition:
- Won the 2023 ET Government Digitech Award and ELETS India Innovation Award for Excellence in Citizen Service Delivery.
Statewide and National Interest:
- Delegations from Andhra Pradesh, Uttarakhand, and Gujarat visited to study the system.
- Plan to implement Cyber Tehsil statewide after pilot project success.

- Madhya Pradesh’s Initiative: First state in India to implement Cyber Tehsil, resolving revenue cases efficiently.
- Statewide Expansion Plan: After the success of the second pilot project, Cyber Tehsil will be implemented across the state.
- Convenient Process: Citizens can apply online for undisputed mutation/division cases, eliminating the need to visit the tehsil office. Results of the pilot will be studied for 6 months.
