Why in the News?
- The J&K Lieutenant Governor’s administration has notified fresh land rules under J&K Land Grant Rules-2022 and replaced the J&K Land Grants Rules-1960.
J&K Land Grants Rules of 1960:
- It covered the unique guidelines for leasing government land in the former State of J&K.
- In the past, prime places like Srinagar, Jammu, Gulmarg, and Pahalgam were made available for the construction of hotels, office buildings, and residential complexes.
- With one exception: No such land may be leased to a person who is not a State permanent resident.
New Land Laws
- Present landowners’ leases won’t be extended if they reach the end of their current term.
- All properties where the lease had expired will be listed by an expert committee. The e-auction will be held again.
- Reduced lease term: The new lease only lasts 40 years, as opposed to the prior leases that could last up to 99 years.
- Penalty: In order to avoid evictions under the new regulations, the government has asked the departing leaseholders to evacuate the premises.

- The property might be rented out for hydropower projects, stadiums, playgrounds, gymnasiums, or other recreational uses.

Implication
- The new rules have hundreds of properties open for fresh auction where outsiders could also participate.
