  • The Indian government has chosen to build a fence along the entire 1643-kilometer Indo-Myanmar border, according to the Union Home Minister to improve surveillance.

About the Fencing

  • A patrol track will also be paved along the border and a ten-kilometer portion of the border in Moreh, Manipur, has already been fenced. In addition, two trial projects utilizing hybrid surveillance systems (HSS) for fencing are currently being carried out and two experimental fencing projects using Hybrid Surveillance Systems (HSS) are currently underway;
  • The Home Minister emphasized that Arunachal Pradesh and Manipur will have one kilometer of fencing each as part of the projects and that the fencing projects totaling about twenty kilometers in Manipur have been approved and will shortly begin.

Why is India Constructing Smart Border Fencing Between itself and Myanmar?

  • Following the May 2023 ethnic conflicts in Manipur that resulted in over 100 deaths and thousands of displaced people, the central government made the decision to quickly terminate the free movement regime (FMR) along the Indo-Myanmar border and to begin the process of putting out bids for a Smart Border Fencing system;
  • This development comes after a 10-kilometer pilot project was finished last year and an additional 80 kilometers of Smart Border Fencing were ordered, bringing the total length of Smart Border Fencing to 390 kilometers.
  • NOTE:
    • The Smart Fencing Project: It is a cutting-edge border security system designed to enhance monitoring in vulnerable border areas and for thorough monitoring, it integrates sensors, cameras, communication systems, and physical barriers. The initiative is a component of the all-inclusive border management system (CIBMS);
    • FMR: It is on the border between India and Myanmar is a mutually agreed-upon arrangement between the two nations that permits tribes residing on either side of the border to enter the other country for up to 16 km without a visa. It was put into effect in 2018 as a component of the Act East policy of the Indian government.

India-Myanmar Relation

  • Historical Ties: Due to their shared colonial past and Buddhist heritage, India and Myanmar are culturally related and approximately 4% of the population of Myanmar is made up of people who are of Indian descent. The Indian diaspora contributes significantly to Myanmar’s economy through trade, investments, and business endeavors;
  • Border Between the Two Nation:
    • India India and Myanmar share a maritime border in the Bay of Bengal as well as a land border that is approximately 1643 km long;
    • Myanmar is bordered by Arunachal Pradesh (520 km), Mizoram (510 km), Nagaland (215 km), and Manipur (398 km);
    • According to the Home Ministry’s 2022–2023 annual report, 1,472 km of India and Myanmar’s total border have been demarcated;
    • Since Myanmar is the only ASEAN nation to border India, it serves as a gateway for India to South East Asia.
  • Trade Between India and Myanmar:
    • India is the fifth-largest trading partner of Myanmar, with USD 1.03 billion in bilateral trade between the two countries in 2021–2022;
    • Both countries aim to increase their bilateral trade, which will open up new markets for businesses in sectors like energy, information technology, pharmaceuticals, and agriculture;
    • Myanmar is important for the energy security of India and Myanmar is the largest recipient of Indian investments in the oil and gas sector in Southeast Asia, with an energy portfolio worth over USD 1.2 billion.
