Government Doubles Fines to Curb Stubble Burning Pollution
Why in the news?
The Union government has raised fines for stubble burning in NCR, aiming to reduce pollution levels as Delhi’s air quality worsens, reaching hazardous levels amid rising winter smog.
About Increased Fines for Stubble Burning:
- The Union government has doubled fines for stubble burning in the National Capital Region (NCR) and adjoining areas, aiming to curb pollution caused by the annual practice.
- Fines now reach up to ₹30,000, based on the plot size, to discourage farmers from burning crop residue.
- This decision was implemented through the amended “Environmental Compensation for Stubble Burning” Rules, 2024, notified on November 7.
Role of the Commission for Air Quality Management (CAQM):
- The CAQM issued an order directing states to enforce these revised fines immediately.
- Nodal and supervisory officers have been authorised to ensure strict compliance with these new penalties.
- The CAQM’s objective is to reduce pollution levels and prevent Delhi’s air quality from deteriorating further.
Rising Pollution Levels in Delhi:
- Thick smog covered Delhi and the NCR early on October 7th, contributing to poor air quality.
- The city’s 24-hour average AQI rose to 382 by late evening, categorising it in the “very poor”
- Authorities hope the increased fines will act as a deterrent and reduce incidents of stubble burning, which significantly impact winter pollution levels in Delhi.
What is Stubble Burning ?
- Stubble Burning: Farmers burn crop residue, like paddy and wheat stubble, to quickly clear fields for the next sowing season, mainly in Punjab, Haryana, and Uttar Pradesh.
- Pollution: Releases pollutants (CO, CH₄, VOCs), causing smog and worsening air quality in north India, especially Delhi and NCR.
- Soil Impact: Reduces soil fertility, destroys nutrients, and increases soil erosion by damaging beneficial microbes and moisture.
- Reason: Limited time between rice harvest and wheat sowing makes stubble burning a quick, low-cost field-clearing method.
