Why in the news?

The Ministry of Information and Broadcasting proposes a significant shift by moving the entire film certification application process online.

Gender Representation Enhancement:

  • Women in Certification Board: The new rules advocate for a more inclusive Central Board of Film Certification (CBFC) with a minimum of one-third women representation and an ideal target of half the board being women.
  • Parental Guidance Sub-Categorization: The ‘UA’ category will now feature age-based indicators like UA7+, UA 13+, and UA 16+, offering clearer guidance for parental discretion.

Streamlining Certification:

  • The perpetual validity of CBFC-issued certificates is introduced, eliminating the need for recertification every 10 years.
What is E-cinepramaan Portal?

The draft rules mandate that every application for public film exhibition must be made through the online portal, termed the e-cinepramaan portal.

About Central Board of Film Certification (CBFC)

  • Statutory body under the Ministry of Information and Broadcasting.
  • Regulates film exhibition per Cinematograph Act 1952, with a Chairman and non-official members appointed by the Central Government.

Certification Categories:

●   U: Unrestricted Public Exhibition.

●   U/A: Unrestricted, but parental discretion advised for children under 12.

●   A: Restricted to adults.

●   S: Restricted to special classes of persons.

Article 19(2) of the Constitution allows the government to impose restrictions for national interests.
