Defence Acquisition Council

News: Recently, the Defence Acquisition Council (DAC) approved the capital purchase of military equipment that was developed domestically and cost Rs 70,584 crore.

The DAC is the defence ministry’s highest decision-making body for procurement.

The goal is to ensure prompt procurement of the armed services’ authorised requirements.

In 2001, following the Kargil War, it was established in response to the Group of Ministers’ suggestions on “Reforming the National Security System” (1999).

Composition:

The head of DAC is the minister of defence.

The Chief of Defence Staff (CDS) and the heads of the Army, Navy, and Air Force are among its members.

Functions: Grant preliminary approval to a Long Term Integrated Perspective Plan (LTIPP) for the defence forces that spans 15 years.

Acceptance of the requirement to purchase proposals.

The division of the acquisition proposals into “Buy,” “Buy & Make,” and “Make” categories.

Inquire into single vendor clearance-related concerns.

Make choices on “offset” provisions for purchase proposals that cost more than Rs 300 crore.

Make decisions regarding the ‘Buy & Make’ category of acquisition proposals’s ‘Transfer of Technology’ proposal.

Evaluation of a field trial.
