  • Shekatkar committee recommended creation of Chief of Defence Staff (CDS) and theatre commands for structural changes in defence management.

About Inter-Services Organisations (Command, Control and Discipline) Bill, 2023:

  • Proposed system to include five joint services commands: western, eastern, northern, maritime, and air defence.
  • Central government may constitute an Inter-Services Organisation with Joint Services Command.
  • The Commander-in-Chief/officer-in-command will serve as the head of the Inter-Services Organisation.
