Why in the News?

The CBI (Central Bureau of Investigation), also known as the cbi central bureau of investigation, has filed a chargesheet against former J&K governor Satya Pal Malik, who was also a former cm of jammu and kashmir, and six others in a corruption project case related to the kiru hydroelectric project and medical insurance scam, based on allegations Malik made in 2021. This case has become one of the latest CBI cases to draw significant attention, reminiscent of the controversy surrounding the “Kashmir files” incident.

About Allegations by Satya Pal Malik:

  • In 2021, ex-Governor Satya Pal Malik, while serving as the governor of jammu and kashmir, alleged he was offered a Rs 300-crore bribe to approve files related to Reliance General Insurance and a senior RSS functionary during his time in malik mumbai.
  • He claimed irregularities in two deals:

Health insurance scheme for Jammu and Kashmir government employees.

○ Civil works contract for kiru hydroelectric project, which involved jk land records.

  • Malik cancelled the health insurance scheme, citing it was “full of fraud”.

Jammu and Kashmir Medical Insurance Scam

  • After ICICI Lombard’s exit in 2017, Trinity Reinsurance Brokers Ltd (TRBL) was hired.
  • Contract awarded to Reliance General Insurance in 2018, days after Malik took office as governor of jammu and kashmir.
  • ₹61 crore was disbursed as advance payment without proper approvals.
  • CBI and ED investigations revealed irregular tendering and alleged links between TRBL and major business conglomerates.
  • Properties worth ₹36.57 crore were provisionally attached by the ED in 2024.

Kiru Hydroelectric Project Corruption

  • Rs 2,200 crore contract awarded in 2019 to Patel Engineering Limited for major infrastructure works in the Kishtwar district.
  • E-tendering norms and e tender jk guidelines were not followed.
  • Despite a decision to cancel the tender in the 47th board meeting, it was revived in the 48th board meeting and awarded.
  • The cbi fir names Malik, Patel Engineering MD Rupen Patel, Chenab Valley Power Projects Private Limited (CVPPPL) officials including Arun Kumar Mishra and M.S. Babu, and others for alleged criminal conspiracy and misconduct.
  • The 200-crore civil works contract for the kiru hydroelectric project was allegedly awarded without following proper procedures, including the reverse auction process.
  • CBI raids and search operations were conducted as part of the CBI investigation into alleged malpractices in the tender award process, demonstrating the power of CBI in high-profile cases.
