BHARTRUHARI MAHTAB APPOINTED PRO TEM SPEAKER OF LOK SABHA

Why in the news?

  • Appointment Announcement: Bhartruhari Mahtab, a seven-time MP from Cuttack, has been appointed as the pro tem Speaker of the 18th Lok Sabha by President Droupadi Murmu.
  • Opposition’s Critique: Opposition leaders criticized the decision, arguing it broke the tradition of appointing the senior-most member, which would have been eight-term MP Kodikunnil Suresh of Congress.

About ” Pro tem Speaker”:

  • Definition: A pro tem Speaker is a temporary Speaker appointed to preside over the Lok Sabha until the regular Speaker is elected.
  • Appointment: Chosen by the President of India under Article 95(1) of the Constitution.
  • Duties: Administers the oath to new members of the Lok Sabha and oversees the election of the new Speaker.
  • Criteria: Usually the senior-most member of the House, though this convention can be bypassed.
  • Significance: Ensures continuity and order in the functioning of the Lok Sabha during transitions.
Speaker of the Lok Sabha

  • Appointment: Elected by Lok Sabha members from among themselves, as specified in Article 93 of the Constitution.
  • Role: The Speaker of the Lok Sabha presides over the sessions of the Lok Sabha and ensures orderly conduct of business.
  • Duties: Maintains discipline, decides points of order, and has the casting vote in case of a tie.
  • Tenure: 5 years ( till 1st meeting of the next Lok Sabha).
  • Powers: Authority to interpret the rules of procedure and preside over joint sittings of both Houses of Parliament.
  • Resignation/Removal: Can resign by writing to the Deputy Speaker and can be removed by a resolution passed by a majority of Lok Sabha members​
