Why in the news?

The Assam Cabinet decided to implement 80% of Justice Biplab Sarma committee’s recommendations on Clause 6 of the Assam Accord, safeguarding indigenous culture, and introducing insurance for state employees.

Assam Cabinet’s Decision on Clause 6 of Assam Accord:

  • Assam Cabinet to implement 80% of Justice Biplab Sarma committee’s recommendations on Clause 6 of the Assam Accord.
  • 57 out of 67 recommendations to be enforced by April 15, 2025, aimed at safeguarding the land, language, and culture of indigenous communities.

Insurance for State Government Employees:

  • State government employees receive ₹1 crore insurance for death or permanent disability due to accidents.
  • ₹80 lakh insurance coverage for partial disability cases.

Distribution of Ration Cards:

  • 20 lakh people in Assam will receive new ration cards, improving access to essential food supplies.

Key points : Assam Accord

  • Assam Accord (1985): A tripartite agreement between the Government of India, Assam’s State Government, and the Assam Movement leaders, concluding a six-year agitation led by AASU demanding deportation of illegal immigrants.
  • Cut-off Date: Midnight of 24th March 1971, set for detecting illegal foreigners in Assam.
  • Clause 6: Calls for constitutional, legislative, and administrative safeguards to protect the cultural, social, and linguistic identity of Assamese people.

Recommendations of the Justice Biplab Sarma committee’s :

Definition of Assamese: Proposes January 1951 as the cut-off for defining Assamese citizens under Clause 6.

Reservation for Assamese: Seeks reservations in Parliament, state assembly, local bodies, and jobs, along with an Upper House for the Assamese.

Regulation of Outsiders: Recommends implementing the Inner Line Permit (ILP) regime in Assam.

ILP System: A special permit required to visit certain states; currently in Manipur, Arunachal Pradesh, Nagaland, and Mizoram.

Other Rights: Addresses land, linguistic, cultural rights, and protection of resources.
