  • S Jaishankar, the minister of external affairs, met Riyad Al-Maliki, the Palestinian leader, yesterday on the fringes of the esteemed Munich Security Conference in Germany and the ministers discussed the current state of affairs in Gaza, which is ravaged by war;

About the Discussions in  the Conference

  • Jaishankar stated during the conference session that while many other countries also believe that the two-state solution is more urgent than it was in the past, India has long held the belief in a two-state solution for many decades;
  • Jaishankar stressed that Israel should have been aware of civilian casualties and that they had an international duty to uphold humanitarian law and the Minister further characterized Hamas’s October 7 attacks on Israeli cities as terrorist acts;
  • The conference saw the presence of German Foreign Minister Annalena Baerbock and US Secretary of State Antony Blinken.

Munich Security Conference

  • Overview: With growing concerns about the ongoing conflict in Ukraine and threats to NATO cohesion, world leaders gather for the sixtieth Munich Security Conference.
  • About:
    • It is the premier forum for international security policy debate worldwide;
    • The goal is to foster an ongoing, selective, and informal dialogue among members of the international security community in order to foster trust and aid in the peaceful resolution of conflicts;
    • Since 1963, it has taken place in Munich, Bavaria, Germany and annually, the conference takes place in February;
    • It serves as a platform for diplomatic efforts to address the most urgent security issues facing the entire world;
    • It brings together international defense industry representatives, politicians, and security specialists;
    • MSC publishes the Munich Security Report, an annual summary of pertinent data, maps, and research on significant security challenges, and regularly organizes high-profile events on specific subjects and regions.

North Atlantic Treaty Organization (NATO)

  • Head office: Belgium’s Brussels;
  • About: It is a transatlantic security alliance made up of 31 North American and European nations that share similar values and on April 4, 1949, the North Atlantic Treaty, also known as the Washington Treaty, established NATO;
  • Objective: To preserve peace and ensure each member state’s security, political independence, and territorial integrity;
  • Article 5 of the agreement: If a member state is the target of an armed attack, it should be viewed as an attack on all members, and other members should provide the attacked member with armed assistance if needed. The pledge of collective defense found in this article serves as the foundation of the Alliance.

Two-State Solution

  • For many years, the main goal of efforts to bring about peace in the Israeli-Palestinian conflict has been the two-state solution;
  • The plan calls for the creation of two states for the two populations: Israel and an independent Palestinian state;
  • Theoretically, this would guarantee Israel’s security, enable it to maintain its majority Jewish population, and grant the Palestinians their state;
  • Between Israel and Palestine, the 1947 UN Partition Plan sparked decades of hostilities and military action. A two-state solution to end the Israeli-Palestinian conflict was only agreed upon at the 1991 Madrid Peace Conference with US mediation;
  • Sustainable peace, according to the UN, can only result from a two-state solution that acknowledges the just national aspirations of both Israelis and Palestinians.
