RAJYA SABHA APPROVES BILLS FOR ST LIST AMENDMENTS

Why in the News?

  • Rajya Sabha successfully passes the Constitution (Scheduled Tribes) Order Amendment Bill, 2024, and Constitution (Scheduled Castes and Scheduled Tribes) Order Amendment Bill, 2024.
  • The Bills aim to modify the Scheduled Tribes list for Odisha and introduce synonyms and phonetic variations for existing tribes in both Andhra Pradesh and Odisha.

About Inclusion of Particularly Vulnerable Tribal Groups (PVTGs):

  • Seven Particularly Vulnerable Tribal Groups (PVTGs), including four from Odisha and three from Andhra Pradesh, witness inclusion in the ST lists, emphasizing their real inclusion by prioritizing the most backward communities.
  • Apart from PVTG inclusions, amendments to Odisha’s ST list relocate Tamadia and Tamudia entries from Scheduled Castes to Scheduled Tribes.
  • The Bill introduces new communities like Muka Dora and Konda Reddy to Odisha’s ST list, reinforcing the
  • government’s efforts to address complexities and enhance representation.
About Particularly Vulnerable Tribal Groups (PVTGs):

·   Particularly Vulnerable Tribal Groups (PVTGs) are the most vulnerable among tribes.

·   Tribal population constitutes 8.6% of India’s total.

·   PVTGs often receive less development funding due to more assertive tribal groups taking a larger share.

·   In 1973 Debar Commission created PVTGs as a separate category.

·   Initially termed Primitive Tribal Groups (PTGs), they were renamed PVTGs in 2006.

·   Government identified 75 PVTGs for special attention, initially 52 in 1975 and later adding 23 more in 1993.

·   PVTGs exhibit common traits like small population, isolation, absence of written language, and simpler technology.

·   Odisha has the highest number of listed PVTGs among the states.
