200 EVACUATED FROM JIRIBAM DISTRICT, MANIPUR, AMIDST ESCALATING TENSIONS

Why in the news?

  • About 200 civilians, mainly Meitei and some Kuki-Zo, were evacuated from Jiribam district, Manipur.
  • Evacuations followed the discovery of a missing Meitei man’s body, leading to unrest.
  • Jiribam District Magistrate imposed Section 144 at the request of the Superintendent of Police.

About Ethnic Composition In Manipur:

  • Imphal Valley:
  • Represents about 10% of Manipur’s landmass.
  • Dominated by non-tribal Meitei, constituting over 64% of the population.
  • Hill Areas:
  • Comprising 90% of the geographical area.
  • Inhabited by more than 35% recognized tribes, largely Christians.
  • Religious Composition:
  • Majority of Meiteis are Hindus, followed by Muslims.
  • Recognized tribes, categorized as ‘Any Naga tribes’ and ‘Any Kuki tribes’, are predominantly Christians.
About constitutional provision for inclusion  in the ST list:

  • Recommendation Phase:

○       State governments initiate recommendations for tribes’ inclusion in the ST list.

  • Review and Approval:

○       The Tribal Affairs Ministry reviews recommendations and sends them to the Registrar General of India under Home Ministry.

  • Approval Process:

○       Approved recommendations forwarded to National Commission for Scheduled Tribes, then to Cabinet.

  • Legislative Process:

○       Cabinet introduces a bill in Parliament to amend relevant orders.

  • Presidential Decision:

○       After passage by both houses, the President decides under Articles 341 and 342 of the Constitution.
